The United Nations Human Rights Council (UNHRC) was established in 2006, replacing the UN Commission on Human Rights, which had faced criticism for including states with poor human rights records. Based in Geneva, Switzerland, the UNHRC works to protect and promote human rights globally by addressing violations and making recommendations to member states. The council comprises 47 elected member states, which rotate periodically. Its mandate includes conducting regular reviews of human rights situations in all UN member countries and providing platforms for discussions on the protection of fundamental freedoms. The UNHRC also commissions fact-finding missions and investigates serious human rights abuses in conflict zones.
